Before going into how Hazama has changed, we must first examine who/what he is before coming Nautilus. Hazama is, in the most basic terms, a monster. He is a being that loves to damage, destroy, and kill people. He enjoys damaging people more than in just the physical sense. Emotional and psychological damage is some of his favorite tactics as they are harder to defend against. He loves to see someone utterly break before he kills them. Using people is something Hazama does enjoy doing. However, his use of them is often done through hate. He enjoys making people hate him so that he can use that knowledge to push them to do things he wants them to with their hatred. Now this isn't always true, as in one case he did use someone's positive feelings to manipulate them. This would be the case of Trinity Glassfille, who was good friends with Kazuma, the original psyche of Terumi's host body. The use of her emotions against her to free Terumi from Nine's spell and then he betrayed her and killed her.
Since then, he has used some positive emotions people have for others against them, but it is rare. He doesn't usually like using those feelings and would rather breed darker ones for his own goals. To him, negative emotions are the most beautiful and useful.
However, some of that has changed in Nautilus. Hazama has changed some during his time in the city. Due to the circumstances of no longer being in a world where he holds power, Hazama has had to adapt. At first, he worked on gathering allies and people who might have considered him friends. The feelings would not be reciprocated, however. One of those people was Ace, originally, until later when Hazama began to target Tsuzuki (which I will get into later). Hazama's original goals changed after the Desire Storm hit and then later when Jack Frost confronted him.
With a chance to enjoy attacking people and Jack allowing him to unleash even more terror on the city, it made Hazama feel great. Due to the events, Lelouch confronted Hazama and threatened him with prison time. It was this moment when Hazama turned his attention on the Ascended and Nautilus itself. Coming to the conclusion that Nautilus was a Master Unit, he wanted to destroy Nautilus and everyone connected to it.
This leads to two of Hazama's biggest elements of change: Tsuzuki Asato and the multiverse.
First, Tsuzuki. Tsuzuki has become a main pawn in Hazama's overall plans. To convert Tsuzuki to his side, he used his love. This idea came to him when he saw the drive and connection the man had with Ace. He began to work his way into Tsuzuki's life and took advantage of him when Ace returned home. He
